Scotland Announces £15 Million for Free Breakfast Clubs as Government Tackles Child Poverty

A new £15 million investment by the Scottish Government aims to ensure that more children can begin their school day with a healthy breakfast, while providing additional support for families facing rising living costs.
First Minister John Swinney announced the funding on Monday, August 31, saying that no child should have to start the school day hungry. The money will be shared with local authorities to expand and improve breakfast club provision, with a national free breakfast club offer planned for primary schools across Scotland from August 2027
The initiative is part of wider efforts to tackle child poverty and ease financial pressure on families. Breakfast clubs can provide children with a nutritious meal before school while also giving parents and carers greater flexibility with early drop-offs, particularly for those working or studying.
The new investment builds on Scotland’s Bright Start Breakfasts programme, which has already supported hundreds of breakfast clubs. Government figures show that existing provision has created around 9,000 places and supported up to 20,000 children.
From 2027–28, the Scottish Government plans to invest £44 million annually in the national breakfast club programme. The wider plan is expected to support more than 125,000 children each year.
For many families, a breakfast club represents more than food. It can mean one less financial pressure, a reliable start to the school day and a safe environment where children can eat, play and prepare for learning.
For churches, charities and community organisations, the announcement also highlights the important role that local communities can play in supporting families.
